　　一、项目概况

　　1、主要产品及生产规模：年产25万套汽车内饰、外饰塑料件产品

　　2、技术水平及产品特点：产品主要为一汽捷达轿车及一汽解放卡车配套的内饰塑料件、保险杠、电瓶托架、蓄电池壳等。产品技术含量不高，但具备低投入、高产出、市场销量大等特点。技术水平属于国内平均水平，但是厂家配套十几年中，从未在质量上出现任何问题。在保证质量的前提下，企业不断地开发新车型产品，如为一汽换代卡车配套的塑料件，合作协议已经签完，目前正在制作模具。

　　3、市场分析：随着德国大众T4商务车项目、日本丰田大发SUV项目、一汽吉林汽车有限公司扩能改造项目将于2005年在吉林高新区内正式实施，三个整车项目产量分别为10万辆、10万辆和25万辆。另外，吉林市毗邻一汽和一汽大众所在地长春，因此该项目市场前景十分可观。企业在现有设备基础上，只要补充流动资金就可以扩大目前产品的配套份额。另外，企业有意愿接受设备改良的合作，提升产品技术水平，以便抓住吉林高新区汽车工业建设的大好时机，迅速打入高档轿车和商务车的塑料件配套市场中。

　　4、投资总额：初期资金缺口664万元，满足目前正在配套产品的生产；远期8300万元，用于改良设备，提升产品技术水平，为高档轿车和商务车配套。

　　二、中方企业情况

　　1、企业名称：吉林市塑料饰件总厂

　　2、基本情况：2002年12月从吉林市汽车集团剥离出来，目前为民营企业性质。总资产1200万元(不包含无形资产)，现有职工550人。企业目前产品包括汽车配件、民用箱类制品及其他民用产品。企业信誉好，是一汽大众B级供货商，目前正申请A级供货商及16949认证(汽车行业最高的国际标准)。与大众的采购、质保、生产、产品、财务等部门建立十几年的合作关系，因为信誉好，企业回款期为1个月，从未受欠款的困扰。现有大型注塑设备10台，模具制造与当地的型钢厂合作多年，原料也是国内东北采购。

　　3、主要产品：汽车配件、民用箱类制品及其他民用产品。

　　I. Description of the proposed project

　　I-1. Main products & Production capacity: Yearly production of 250,000 sets of auto plastic parts

　　I-2. Technical level & Characteristics of the products: The product is mainly produced for FAW Jetta and Jiefang Truck, including inner decoration parts, bumper, storage battery bracket, battery shell and etc. The project is not a hi-tech one, but it has features of low cost, high profit and big market. The technology is at the medial level of the same industry of China, but the company has no problem in quality in 10 more years of supplying to auto manufacturers. Based on high quality, the company is also engaged in researching and developing new product. The company has signed an agreement with FAW on supplying plastic parts for new generation of FAW truck, and now making the mould.

　　I-3. Market analysis: The production projects of VW MPV T-4, Toyota DAIHATSU SUV, New Jiabao Van of FAW Jilin Automotive Co., Ltd. will be put into production in Jilin Hi-tech Zone in 2005, the production capacity is 100,000 sets, 100,000 sets and 250,000 sets separately. In addition to this, Jilin cit y is neighbored with it’s provincial capital city, Changchun, the location of FAW and FAW-VW. Therefore, the project has a promising future market. The company’s present equipment capacity is sufficient for enlarging the supplying quantity and only some working capital requires to be financed. The company also welcomes the opportunities for improving its production facilities and upgrading the production technology, in order to take the chance of auto industries development in Jilin Hi-tech Zone and try to be a supplier for high-class car and MPV.

　　I-4. Total investment: The project needs 6.64 million yuan investment at its early stage for the present production capacity; The long-term investment should be 83 million yuan for improvement of equipment and upgrading of product quality in order to supply for high-class car and MPV.

　　I-5. Investment proportion: Up to negotiation

　　I-6. Land coverage & Buildings area: To use the existing 9,000 sqm of factory site and 4,000 sqm of buildings at early stage; Planning to build 40,000 sqm of workshop and office buildings and 70,000 sqm of factory site in Jilin Hi-tech Zone.

　　I-7. Cooperation form: Joint venture or other way of cooperation

　　I-8. Estimated proceeds: Yearly sales income of first stage is to be 24.9 million yuan, yearly profit is to be 4.15 million yuan, payback period is to be 2 years.

　　I-10. Available documentation: The present supplying products of the company are sufficient for the first stage; the investment of 6.64 million yuan is to purchase the 8,000g plastic injection moulding machine. The long-term plan is now under evaluation and review.

　　II. Description of Chinese partner

　　II-1 Company name: Jilin City Plastic Part General Plant

　　II-2 Company overview: The plant got independent from Jilin City Auto Industrial Group in Dec, 2002, it is now a private enterprise. The total assets is 12 million yuan (covers no invisible assets), there are 550 employees. The plant mainly produces auto parts, civil used box and other plastic products. It has good reputation, the grade B supplier for FAW, now applying for grade-A supplier and 16949 qualification (the top standard of international auto industry). The plant has 10 more years’cooperation relationship with FAW in the field of purchasing, quality control, production, product, finance and etc. Based on good reputation, the plant got quick payback period for only 1 month, and never suffered from unpaid problem. The plant has 10 sets of plastic injection moulding machine, has good local partners for years, such as profiled bar company, the raw materials can be purchase locally.
